Advocacy is one of the most important responsibilities of the Charterboat Association of Puget Sound (CAPS). While many people know CAPS as a membership organization for professional charter captains, our mission extends much further. In fact, CAPS works year-round to protect and promote recreational fishing opportunities throughout Puget Sound.

Fishing opportunities do not happen by accident. Instead, they result from a complex process involving fisheries managers, scientists, tribal representatives, commercial interests, recreational anglers, and government agencies. Therefore, it is critical that the charter fishing industry has a strong voice at the table.

Each year, CAPS participates in the North of Falcon process. This process helps shape salmon fishing seasons throughout Washington State. In addition, North of Falcon discussions contribute to the broader management framework coordinated through the Pacific Fishery Management Council (PFMC). Because these decisions directly affect anglers, charter businesses, and coastal communities, active participation is essential.

Advocacy Means Educating Decision-Makers About The Value of Recreational Fishing

During these meetings, CAPS advocates for fair and equitable fishing opportunities in Puget Sound. Furthermore, we work to ensure that recreational anglers maintain reasonable access to salmon fisheries. As a result, the interests of charter operators and their customers remain part of the conversation.

Advocacy also means educating decision-makers about the value of recreational fishing. For example, charter fishing supports local businesses, marinas, hotels, restaurants, and tackle shops. In addition, it generates economic activity in communities throughout the region. Therefore, fishing access affects far more than just anglers on the water.

Moreover, CAPS works to build productive relationships with fisheries managers and other stakeholder groups. Through collaboration and constructive dialogue, we help identify solutions that support both conservation and access. Consequently, our efforts contribute to sustainable fisheries that can benefit future generations.

At the same time, CAPS closely monitors proposed regulations and policy changes. When necessary, we provide comments, attend meetings, and share information with our members. As a result, charter operators stay informed about developments that may affect their businesses and customers.

Most importantly, CAPS believes that responsible recreational fishing deserves strong representation. Therefore, we remain actively involved in the management process and continue working to improve opportunities for anglers across Puget Sound.

Advocacy is not simply a service that CAPS provides. Rather, it is a core part of our mission. By participating in fisheries management discussions and representing the charter industry, CAPS helps protect the future of recreational fishing in Washington State.
